Foreign Office, July 25, 1911. I AM directed by Secretary Sir E. Grey to transmit to you, to be laid before the Marquess of Crewe, the accompanying copy of a telegram from His Majesty's Minister at Peking,* reporting an application by the Chinese Government that certain provinces should be declared entitled to come under the provisions of article 3 of the recent opium agreement.
Sir E. Grey proposes, subject to Lord Crewe's concurrence, to approve Sir J. Jordan's reply to this application.
